The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) invites suitably qualified, experienced, innovative, result oriented and self-driven individuals who are citizens of Botswana to apply for the following position tenable at CCARDESA Secretariat in Gaborone, Republic of Botswana.

FOOD SYSTEMS RESILIENCE PROJECT (FSRP)
ASSISTANT PROCUREMENT OFFICER

1. Overview of the Position

All procuring entities, including bidders service providers and procurement experts shall observe the highest standard of ethics during the procurement and execution of contracts financed under the project and coordinated by CCARDESA. The Assistant Procurement Officer is responsible for the effective delivery of procurement services at CCARDESA under the FSRP Project. The officer promotes a collaborative, client-focused, quality and result-oriented approach in the Procurement Unit. The position requires that the incumbent assists in developing procurement plans, procurement execution, and sourcing. The officer will also assist in contract negotiations, relationship building, and drafting of procurement reports.

2. Specific Responsibilities and Tasks

Under the guidance of the Procurement Officer, the Assistant Procurement Officer’s main duties and responsibilities will include:

a) Assist with preparation of Requests for Quotation, Invitations to Bid, Requests for Proposal, and co-ordination of their timely dispatch by email
b) Assist the Procurement Officer in maintaining up-to-date Procurement documents and Manuals
c) Assist in the preparation of Requests for Expression of Interests and publication
d) Evaluation of the Expression of Interests
e) Lead contract negotiations with user departments
f) Frequent analysis of the market and procurement of air-tickets
g) Routine copying and circulation of quotes, bids, and proposals for evaluation
h) Market research and sourcing quotes locally for low-value items
i) Assist with managing the administrative process in preparation of all documentation until the award of contracts
j) Preparation of procurement reports
k) Receive approved purchase requisitions from the office of the Executive Director
l) Check and classify the precedence of requisitions and process as the priority may require
m) Together with the user department, receive procured items and ensure completeness of the documentation
n) Maintain appropriate records to ensure that the procurement process, decision, and contractual agreements are accurately documented for accountability and audit purposes.  


3. Minimum Qualifications and Experience

3.1. Academic and Professional Qualifications

a) At least a Bachelor’s Degree in Business Administration, Management, Finance, Procurement, Logistics Management, Economics, Supply Chain Management or any relevant field from a recognised University/Institution, AND
b) Minimum of CIPS level 4 Diploma.

3.2. Experience

a) Minimum five years’ work experience in Procurement Management.
b) At least 1 year experience working with an international organization is essential

3.3. Skills and abilities

a) Solid computer skills in Microsoft Office applications, email and ability to easily navigate the Internet
b) Ability to uphold and respect procurement ethics and conduct activities with integrity.
c) Ability to meet tight deadlines and work long hours when required
d) Ability to work in a multicultural environment
e) Knowledge of World Bank procurement procedures will be an added advantage

3.4. Competency Requiements

a) Team player - demonstrates patience, flexibility and honesty.
b) Self-starter - able to plan and manage his/her own work and takes initiative.
c) Meticulous - Pay attention to detail and have high degree of accuracy
